Love the look, but they run small

I bought the matching shorts and sweatshirt in Moana with the gorgeous embroidered lei. I love the retro look of the shorts with the dolphin style. However, I feel that they do run small - there is not much stretch in the waist. I am a size 16, and usually order XL, sometimes XXL, in shorts. I ordered the XXL in these. I have larger thighs, and appreciate that I don't feel stuffed into these in the thigh area.
